THC/Alcohol Use in City Parks

Below are frequently asked questions (FAQs) about THC and Alcohol use in our city parks.

Is cannabis or THC allowed in City parks or public places?
No. The use of cannabis/THC products is not permitted in any City of Alexandria parks and other public places. This includes sidewalks, trails, parking lots, and public buildings.

Does this apply to Noonan Park and the Warming House?
Yes. Noonan Park, the warming house, and surrounding parking areas are all public spaces and fall under this policy.

Does this include use inside a vehicle?
Yes. Using cannabis/THC or alcohol in a vehicle while parked in a public place (such as a city park or city parking lot) is not allowed.

Is smoking or vaping allowed inside public buildings?
No. Smoking or vaping of any kind is prohibited inside public buildings, including warming houses.

What about private property?
Private residences and private property not open to the public are different and are not considered public places under City code.

What happens if someone is found using THC or alcohol in a park?
City staff do not confront individuals. If an issue is observed, the Alexandria Police Department is contacted to handle the situation appropriately.

Why is the City sharing this reminder?
Our parks — especially Noonan Park Ice — have been very busy, and we want to keep them safe, respectful, and welcoming for families, kids, and visitors of all ages.
